An Open Letter from Jeff Sachs to Chancellor Merz

My comment on Jeffrey Sachs: An Open Letter to Chancellor Merz | Security Is Indivisible and History Matters:

Your letter to Chancellor Merz is cogent, Professor Sachs, but you completely failed to address the issue of Russia's illegal annexation of Ukrainian territory. Let's say that Merz agrees with everything you have said. Let's say he is willing to make major concessions and would rather finance reconstruction than more war. Does that mean he can simply rubber stamp Russia's annexation of Ukrainian territory in total violation of international law? Both NATO and Russia have made mistakes. One side alone is not to blame. Do you acknowledge any miscalculation on the Russian side, too? Is Putin willing to put a complete withdrawal from Ukraine on the table, as required by international law, or is Merz forced despite all of your good points to enforce Article 2 of the UN Charter?
